Notes :
1. this tool enables you to generate an index that will be used to create the HTML manual and the PDF that is automatically generated.
2. double click on the title, section, or chapter names to change them to 'human readable' names
3. changes do not take effect until a manual maintainer checks the changes and updates (publishes) the manual
4. remember to also rename the TITLE
5. if you are the manual maintainer then save the changes and use the 'PUBLISH' button in the manuals repository homepage to publish the new manual
